Institute of Public Administration (IPA), Zanzibar, REG/BMG/028, Government institution with full registration, Zanzibar,The Institute of Public Administration was established by Act No 1 of 2007 of the House of Representatives of Zanzibar.The Institute has been established to support the Civil Service Reform Programmes which call for effective and efficiency in Public Services.As a change agent IPA has been given a mandate to reshape Zanzibar public services from both private and public (government) sectors by equipping public servants with professional and managerial skills. To expedite development agendas in public service IPA has expanded range of activities on aspects of Leadership Management, Information Technology and Public Administration. IPA also provides training programmes which are on material and financial management.In addition to training programmes, IPA is taking deliberate measures to have improved performance in public administration through consultancy and applied research intervention.

Short Courses.

  • Foundation Course in Secretarial Studies (FSS)
  • Foundation Course in Records and Archives Management (FRM)
  • Foundation Course in Human Resource Management (FHRM)
  • Foundation Course in Public Adminstration (FPA)
  • Computer Application Stage I
  • Computer Application Stage II
  • Special Shorthand /Hatimkato Typing Upgrade Course.
  • Project Proposal Write Up.

Certificate Course:

  • Certificate in Human Resource Management (CHRM)
  • Certificate in Computing and Information Technology (CIT).
  • Certificate in Records and Archives Management (CRM).
  • Certificate in Public Administration (CPA).
  • Certificate in Procurement and Supply (CPS).
  • Certificate in Law (CL).
  • Certificate in Secretarial Studies (CSS).

Diploma Course:

  • Diploma in Business Information Technology (DBIT).
  • Diploma in Public Administration (DPA).
  • Diploma in Human Resource Management (DHRM).

 Admission and Applications

Entry Qualification for Certificate Courses.

  • Graduate degree in any discipline.
  • Advance certificate of Secondary Education Examination (ACSEE) i.e. Form VI with atleast one Principal Passes (1E) or equivalent.
  • Certificate of Secondary Education Examination • (CSEE) i.e. Form IV with five Passes, two of which must be at Credit level. Passes should include Mathematics and any other science subject for Certificate in Computing & Information Technology, English and Mathematics for Certificate in Procurement and Supply, English and History or Geography for Certificate in Law.
  • IPA Foundation Course with GPA not less than 3.0.

Entry Qualification for Diploma Courses.

  • Graduate degree in any discipline.
  • Advanced Certificate of Secondary Education(ACSEE) i.e. Form VI with at least two principal Passes (2E) or equivalent.Certificate of Public Administration/Human Resource Management/Certificate in Records Management and Archives tenable at IPA or any recognized institution with GPA 3.0 and above.
